Startup Catalytic Fund to Mobilise $260 Million for Digital Startups
The new financing vehicle is expected to mobilise nearly $260 million for Moroccan digital startups over the coming years.
The Ministry of Digital Transition and Administrative Reform has launched the Startup Catalytic Fund, a new financing mechanism managed by Tamwilcom that is expected to mobilise nearly $260 million for Moroccan digital startups over the coming years.
Under the framework, around $36 million will be invested over three years into venture capital funds financing startups operating in the digital sector. The mechanism follows the publication of Decree No. 2.26.576 on August 3rd.
Nine fund management companies have been preselected, with the resulting venture funds expected to collectively mobilise close to $260 million for startups.
The vehicle stems from a partnership involving the Mohammed VI Investment Fund and Caisse de Dépôt et de Gestion. Its structure builds on an agreement signed in Rabat in November 2025 by the Ministry of Digital Transition and Administrative Reform, Ministry of Economy and Finance, Mohammed VI Investment Fund, CDG and Tamwilcom.
The fund forms part of the Morocco Digital 2030 strategy, with the financing mechanism designed to support startups from early-stage funding through later growth rounds while attracting additional private capital into the sector.
