Kazakhstan Makes 50 Government Services Available Through eGov GPT

ASTANA – Kazakhstan has made 50 government services available through eGov GPT, allowing citizens to access them through a chat-based interface without visiting a Public Service Center (PSC), First Vice Minister of Artificial Intelligence and Digital Development Rostislav Konyashkin said on Aug. 26.

The service was presented during the unveiling of the Action Plan to implement Kazakhstan’s Digital Qazaqstan strategy at the Alem.ai International Center for Artificial Intelligence, Kazinform reported.

“Recently, we launched eGov GPT, through which 50 government services can already be obtained simply in a chat format,” Konyashkin said.

Government services move to chat format

The new service lets users request government services through a conversational interface. Citizens can describe the service they need and continue the process through a chat, similar to interacting with AI assistants.

“If you use ChatGPT or other agents, you can simply communicate with it in the same way and receive government services,” Konyashkin said.

The development is part of a broader effort to shift government services away from traditional in-person interactions and toward digital and proactive delivery. This shift is already reflected in the declining number of visits to PSCs. In the first half of 2026, citizen visits to PSCs fell by 30% compared with the same period in 2025.

“We have been actively working on the top 10 government services, which account for 79–80% of all traffic from our citizens,” Konyashkin said.

The ministry plans to expand the range of services available digitally. At least another 150 government services are expected to be launched through eGov GPT by the end of 2026. More than 20,000 services had already been delivered through the new format at the time of the earlier announcement.

AI increasingly used inside government

AI use is also expanding within government agencies, where it is being applied to process documents and large volumes of information. Konyashkin said government employees cannot use AI models that process data on servers located outside Kazakhstan. To support secure processing of government information, Kazakhstan has launched a supercomputer that allows AI tools to work with official data within the country.

“Now we can safely process official correspondence and documents. Already, artificial intelligence helps create summaries of letters, analyse large volumes of requests, prepare reports and presentations, and provide translation,” Konyashkin said.

Konyashkin compared the current transition to AI with the earlier adoption of digital documents and services, which initially faced uncertainty among citizens but eventually became part of everyday digital life.

“When we first launched this, people also had doubts and wondered how to use it,” he said, referring to digital services. The government subsequently integrated some services into banking and mobile applications because citizens already use those platforms regularly.

“We are looking for the simplest way to reach our citizens and show them new opportunities through the ecosystems and mechanisms that are already available to them,” Konyashkin said.
