SBA Entrepreneurship Program Under Committee Oversight
The House Small Business Committee will hold an oversight hearing on July 22, examining the SBA's Office of Entrepreneurial Development as lobbying activity surrounding federal small business programs has increased.
Multiple organizations, from nonprofits to technology startups, have stepped up efforts to influence how the Small Business Administration shapes entrepreneurship initiatives, highlighting continued interest in the agency's program priorities.
The Lobbying Push Behind the Oversight Hearing
The congressional hearing SBA oversight comes as interest groups have stepped up engagement with the federal agency.
Activate Global Inc. lobbied on entrepreneurship programming during the third quarter of 2025, including provisions related to the INNOVATE Act, Small Business Innovation Research programs and entrepreneurial support. BioSTL also filed lobbying disclosures on Economic Development Administration and entrepreneurial development issues. The Mansmann Foundation held meetings with the SBA's associate administrator for the Office of Entrepreneurial Development to discuss a potential partnership and communicated with congressional offices regarding fiscal 2026 Community Project Funding requests.
The lobbying landscape reflects broader interest in how federal dollars support startups and emerging enterprises. Activate Global Inc. also lobbied on National Science Foundation provisions, including entrepreneurial fellowships tied to appropriations legislation. These efforts suggest stakeholders view the SBA's entrepreneurial development apparatus as consequential enough to warrant sustained Washington engagement.
Congressional Interest in Entrepreneurial Development Review
Member communications reviewed in advance of the hearing included discussions about SBA outreach to tribal entrepreneurs and the agency's use of artificial intelligence. Other communications focused on small business technology modernization and disaster loan accountability measures, highlighting several areas of congressional oversight beyond routine program administration.
