EU chief invites Canada to be 'associate member'

Prime Minister Mark Carney is in Europe Wednesday, with a morning visit to the European Parliament in Strasbourg, France, as well as an afternoon meeting in Liverpool, England, with the new British prime minister, Andy Burnham. In Strasbourg, the EU chief is prepared to give Canada a special, brand-new status: "Associate Member of the European Union." But what does that entail? Our chief political correspondent David Akin is travelling with Carney and shares the details so far.
