Canada shuts door to Hongkonger permanent residence pathways

The window has closed for eligible Hongkongers to submit direct applications for Canadian permanent residence (PR).

As of August 31, 2026, no further applications will be accepted, as confirmed by an immigration department news release published on Aug. 28.

Applications submitted on or before Aug. 31 will continue to be processed.

The immigration department continues to accept applications for a three-year open work permit, which is available to foreign nationals who have applied for permanent residence under the Hong Kong pathways. Intake to apply for this special work permit is set to remain open through to May 2029.

Most Hongkongers who’ve already applied for permanent residence can expect their application to be processed after 2027, according to a federal government briefing.

The closed pathways had provided a guaranteed opportunity to apply for permanent residence to Hongkongers meeting modest requirements for in-Canada work experience or Canadian post-secondary education, provided they had basic official language proficiency.

High demand for the pathways has contributed to processing times that now stretch beyond 10 years, according to Immigration, Refugees and Citizenship Canada’s (IRCC's) online processing times tool.

Applicants are waiting in line for years, not due to a lack of processing capacity, but rather due to a lack of available admissions spaces.

An immigration officer doesn’t finalize the decision on a permanent residence application until a spot is available under the federal government’s annual admissions targets.

More than 46,000 applications have been received under the Hong Kong pathways, with over 33,000 still in the backlog, according to a statement by an IRCC official to OMNI News, as reported by CityNews Vancouver.

Admissions allotted to Hongkongers for 2026 will draw from a bucket of 5,800, which is the sum of an “Other” category that includes the Hong Kong pathways in addition to Canada’s responses to situations in Ukraine and Sudan.

Canada plans to admit 446,000 permanent residents in 2026, according to the federal government’s “Understanding permanent residence numbers in Canada” web page.

Canada has admitted 13,370 new permanent residents through the Hong Kong pathways since they launched, according to the Aug. 28 government news release.

These time-limited pathways closed on the date originally scheduled.

IRCC launched the Hong Kong permanent residence pathways in June 2021 by way of a public policy titled “Temporary public policy creating two pathways to permanent residence to facilitate the immigration of certain Hong Kong Residents.”

Both pathways originally included education requirements, but IRCC removed the post-secondary graduation requirement from the work experience stream in August 2023 via an updated policy.

An earlier policy providing three-year open work permits to foreign nationals with ties to Hong Kong was launched in February 2021, for individuals with qualifying post-secondary education. This policy was initially set to expire in 2023 but was subsequently extended to 2025.

Foreign nationals facing wait times of 10 years or more can pursue alternative permanent residence routes in parallel, including economic, family sponsorship, and humanitarian and compassionate pathways.

IRCC permits foreign nationals to apply for permanent residence through more than one route at the same time; however, only one application can be finalized. Once one application is approved, the other(s) must be withdrawn for a PR visa to be issued.
